CBAM and EPD for Steel Fasteners: Can You Do Both at Once?

Green Export Compliance Field Notes Vol.1 | One data foundation, two rule engines

[AI Summary] CBAM and EPDs differ in purpose, calculation method, system boundary and verification, so their results cannot be used interchangeably or benchmarked against each other. But a company does not need two separate datasets. Source data that sits “before allocation" — process energy, raw material and precursor quantities, output and scrap — can be shared, and then split into separate calculations under CBAM rules and the EPD’s PCR. If you maintain only one complete dataset, anchor it on the LCA/EPD side and let CBAM draw the subset it needs.

Key takeaways

  • Steel fasteners (CN 7318) are already within CBAM’s iron and steel scope, so the same factory is often asked for both CBAM data and an EPD.
  • Five differences between CBAM and EPD: purpose, method, boundary, electricity and verification.
  • Why CBAM works more like answering a CDP questionnaire, and how to build a shared data foundation.

Why does this question come up?

CBAM, the EU Carbon Border Adjustment Mechanism, entered its definitive period in 2026. Steel screws and bolts are covered iron and steel goods. When the same products are sold into European construction or industrial markets, customers may also ask for an Environmental Product Declaration (EPD).

So factories keep asking the same thing: “It’s the same data — can we do it once?"

The question was raised on Day 1 (20 October 2026) of the 1mi1 Carbon Academy “2026 Green Going Global Special Workshop". Class time was limited, so here we set out the answer, drawing on our product carbon footprint work for fasteners (ISO 14067) and what we have seen in CBAM reporting practice.

Bottom line: the data can share one source, but the calculations must stay separate

CBAM and EPDs rest on different principles, so their results cannot be swapped. From a data-management point of view, though, a company can run “one data foundation, two rule engines": maintain the source data once, then calculate and report separately under each set of rules.

How do CBAM and EPD differ? (Fasteners as the example)

AspectCBAMEPD
PurposeCarbon cost and compliance reporting at the point of EU importA product environmental declaration published under ISO 14025 and the applicable PCR
MethodWithin the installation boundary, emissions are attributed to production processes and then to goods using the calculation-based method (activity data × factors), mass balance or measurement, giving specific embedded emissions (SEE) per tonneA full LCA model: functional unit, cut-off rules, allocation rules, background databases, and results for multiple environmental impact categories
BoundaryUp to the factory gate only, excluding transport; fasteners are “complex goods", so the SEE of precursors (wire rod, steel) must be addedAt least A1–A3 (cradle to gate), extendable to transport, use and end of life; upstream filled in with databases
ElectricityFor iron and steel, only direct emissions count toward certificate surrender in the definitive period; using an actual factor for renewable power requires proof of a physical PPA, a physical grid connection and hourly matchingHandled under the PCR’s electricity modelling rules
VerificationReasonable assurance by a verifier accredited by an EU member state’s national accreditation body; the first verification requires a site visitThird-party verification appointed by the EPD programme operator
